The overriding criterion for acceptance of an article for publication is that it must make a significant contribution to the field. The evaluation of an article's quality takes into consideration the significance of the issue that it addresses and the appropriateness of the methodology. Empirical articles should clearly state their relevance for application and, similarly, articles that are primarily of an applied nature should address the broader theoretical issues.
